A mod inspired by the movie Equilibrium. It's got some pretty good action and new weapons and stuff, check it out here.

7th Serpent: Crossfire

This mod I recall finding quite tough but full of action, definitely a good way to expand the playtime of Max Payne 2. Get it at ModDB.

This is the sequel to Crossfire with more of the same, all done with high standards. Ideally I'd like to more new source locations and textures in these mods, but all in all it's pretty good stuff. Download from ModDB.

Mona: The Assassin - (first image on the right)

Play as Mona Sax in an unofficial expansion of the game in 5 action-packed levels. I haven't tried this one myself but it looks high quality. Download from ModDB.

StreetFighter

StreetFighter is a total conversion, which means new levels, characters and gameplay. Fight one on one or in vs. mode against many opponents, this shows how flexible the mod tools for Max Payne 2 is. I haven't played this one, but give it a go, it should be well worth it. Get it at ModDB.
